Try the train. Zhubei railway station should know.
Take a southbond one, which stops at all stations, like an EMU.
Chunan is the next city of size south of Hsin-chu. Most trains will stop there. Just go to the train station and ask for a ticket.
It’s a nice city to explore. I usually take the scooter and not the train. Some of the more interesting sites are not near the train station.
