City councilor's American spouse gets demoted for taking paternity leave

Saw this story on the news last night. Something about this guy 唐博偉, who’s the American husband of a Taipei city counsilor, getting demoted because he took a paternity leave. So he conducted a press conference calling foul. I’m surprised I’ve never heard of this guy all the years I’ve been here. Anybody know him or the background of the story? He has excellent command of Mandarin. I could only find a report in Chinese:

I’ve met him before but don’t really know him – other than enough to say that his employer really should have understood that he’s not the sort of person to just roll over, especially not on a rights questions.
