[Conscript] plan B? feasible?

an introduction,
i was born in the US to taiwanese parents. i acquired a taiwanese passport three years ago, and recently came to taiwan, (last week) i was under the impression that i could come and reside in taiwan for a period of four months not more than three times. but i was told that i could not enter the country using my taiwanese passport as i did not have nor never have had a household registration. so instead i entered using my american passport and got a 30 day non renewable landing visa. i have called around to various government offices and have come up with the following plan. i did not find any references to it here or on any other message boards so i thought i would post it here to see if anyone else had any experience with my situation.
i plan to fly to thailand and apply for a ling ren zhi. a visa to taiwan which is attached to the ROC passport. (wierd) it is valid for three months and renewable once, so i can stay for six months. at which point i can apparently fly out and get another one. so i have six month visa runs. i do NOT at any point get a household registration and therefore will not be drafted. i suppose if they ask me to get a household registration, i can point out that it is convieniently impossible as my parents reside in the US.
is there anyone that has used or is using this loophole successfully?
or is there anyone that has tried to do this and gotten stuck with more crappy non-renewable visas, or worse yet a 2 year army vacation?
