The second wave from Europe, the US and South East Asia is relentless…

Overall, I have no idea, but this source has over 70,000 Taiwanese as studying abroad in 2018. In North America and Europe, around 37,000 - and haven’t basically all of those schools shut down? So a significant number of those are probably coming home. But of course, I have no idea how many have already come home, or how many may choose to stay overseas.

EDIT: And that’s just students. Workers are a whole other category. Focus Taiwan has over 700,000 working overseas - most of those in China, but 100,000 each in the USA and Southeast Asia. Again, no idea how many of those would wish to come back.

No, as @the_bear just said. Not sure where you’re getting that information from. You can check Taoyuan arrivals - many flights cancelled, but many others still coming in.
