End of the day, fresh paint and shiny cars should be very far down any countrys priority list. Health care collapse, food security, water crisis, jobs, china , environment etc etc ought to catch peoples eye far more than rust stains.on buildings. Though i agree, taipei does look run down. Reminds me a bit like hong kong or any older chinese culture city that is over crowded.
