Hope everybody is doing well. To keep it short;
Do I need any permit such as work permit, work permit, ARC…ect to do English teaching jobs as part-time less than 14 hours a week?

u need a permit to pick your nose here…yes u need a permit to work, regardless of how many hours…apply to schools, if they accept you, they will help you sort out the paperwork
Not sure what your other activities are, but you can’t get an ARC with only a part-time job, AFAIK. If your ARC is work-based, I think you need over 14 hours/week from the sponsoring employer. After that, you can get additional work permits for part time jobs. If they are teaching jobs, your total hours can’t exceed 32/week.
Quick question, If you have a spousal ARC already, and want to teach part-time. I.e. Less than 14 hours a week, do you also need a working permit?

Do Acquire Work Permit in order to Work Legally in Taiwan!
According to the regulations applied in Taiwan, it is not allowed for any foreigner to work in Taiwan without a working permit. Foreigner will be able to work only if the employer has attained the working permit under regulations of Employment Service Act. Any foreigner working without the work permit approved by Council of Labor Affairs (CLA) will be illegal. Therefore, foreigners need to be aware of the related regulations in order not to violate against the law.
Some foreigners come to Taiwan for tourism, visiting or studying, but if they want to work during the stay, like teaching foreign language or advertisement shooting and so on, their employers must apply working permit from CLA for legal employment.
The Commissioner of Taipei City Government Department of Labor, Chen Ye Xin, emphasizes that all foreigners must be working with a legal working permit in order to have a safe and enjoyable stay in Taiwan. Foreigners are welcome to come to Tapiei, a foreigner-friendly city. However, foreign friends could receive labor insurance and health insurance only if they have the legal working status.

For those foreigners who has questions about working in Taiwan, here are some explanations for you:

If it is only for short-term or part time job, do I have to apply for the work permit?
Ans: Yes, even a short-term job for an hour (like a substitute teacher), you must apply for the permit in order to work leaglly, or you will violate against the regulations. -
If no salary paid and I am willing to work for, do I have to apply for the work permit?
Ans: As a foreigner, any work in Taiwan needs a work permit applied first, even if the work has no payment or anything in return. -
If I am employed by employer A, can I work for another employer B? Ans: No, you can only work for the employer who hires you as an employee, so you can’t work for other employers within the employment period for the original employer, unless the other employers also apply the permit for you to work.

What would happen if I work without applying for a work permit?
Ans: You will be fined for NT$30,000 to NT$150,000 under Article 43 of Employment Service Act. You will also be deported under the violation of Immigration Act. -
Is there any recent policy changes so that foreigners don’t need a permit to work in Taiwan?
Ans: Starting from 1992, the Employment Service Act states that all foreigners need to apply for a permit before working in Taiwan, no recent policy change for any procedures of work permit. -
If I am invited to take print, television or internet advertisement, or character within a Movie Video, do I have to apply for the work permit?
Ans: Any foreigner working in Taiwan needs a work permit applied first, even if you are involve for only a part of it. -
If I am employed by employer A, can I work for others after I get off from employer A?
Ans: No, you can only work for the employer who hires you as an employee, even after your regular working hours. If you work for others after getting off from the original employer, the original working permit will be abrogated. -
Can the fine for violation be waved because I don’t know about the regulations of Employment Service Act?
Ans: The penalty will not be waved even if the person addresses unknowing about the regulation of Employment Service Act.
