Do you need a learner’s license to practise riding scooters?
There is no learners for scooters. Either you pass or you fail
Without that licence you can’t legally practice on the roads. Practically speaking many people do and even drive to the test centre, fail, and drive it back home.
But yeah illegal and you are essentially without insurance if you drive unlicensed.
Doesn’t quite make sense does it?
If OP is in Taipei, there’s a few areas on the riverside paths that allow you to practice.
