What kind of dog is this? I saw one in a car next to me yesterday here in Virginia. Lady said it was over a year old. So not a puppy. Are they Yippy?

Yippy in this context means " do they bark continuously like little shit white terriers and annoy thee absolute shit out of everyone with a brain?".
but in other contexts, the Yippies were a protest and activist group in USA in the late 60s.
