Doing re-registration of marriage in Taiwan from abroad

My Taiwanese spouse and I have registered our marriage in Malaysia.

I’m wondering whether it’s possible to re-register our marriage(補登記結婚)in Taiwan without being in Taiwan?

For example, does the local TECO do it? Or can my spouse authorise her mother to do it on her behalf at the local Household Registration office?
