The dialogue was vague. After his sidekick confirmed Pacman was African American. Imus just said something along the line ‘now we know.’
So one can interprete it as Imus was implying the police was overzealous in enforcing the law against Pacman. Or that Pacman was black thus deserved to be arrested.
