Driving a friend's scooter: Who is responsible?

People of all walks of life and lifeless-

If I have a motorcycle endoresement from the states AND in my International Driving Permit am I good in Taiwan to operate a 125cc scooter? Also, if I am there more than 30days the “visa stamp” from the dept of motors (or whatever they call it there) would be good for one year on the international driving permit right?

Why are things so damn confusing in Taiwan?!

Actually the thirty days rule is 100% ambiguous as “thirty days” is not stipulated clearly. We don’t know if thirty days means; from the time you land, from the time your license arives, from the time your license was dated, from the time you start driving/riding, from the tie you begin using your license? Nobody knows. It is arguable that you don’t need a stamp at all and if I were using an international license then I probably wouldn’t bother getting one.
