I’ve been looking on the site https://www.mvdis.gov.tw/m3-emv/mustknow/moto but can’t find any info about booking a scooter for my test - do I need to do it in advance or just borrow one of theirs on the day?

No need to do in advance , you can borrow the scooter on the test day ,but you will need to pay an extra fee 路考油費另計。（自備車輛者免繳）

I don’t know about the rental process, but the driving test is easier if you use a motorcycle with which you are experienced and comfortable.
