passport w/o household registration is useless. you need to apply for an entry visa just to get into taiwan and it’s limited in time. you will still need an ARC. the only point of the passport is so that you can apply for a TARC which is the 2nd step to household registration.

if you had a bit more time you could try and get your TARC on your visit back but you wouldn’t have much time to get it all done. safe course is to get the ARC and work on getting your TARC in the meanwhile.

If you can find a broker to do it, it will help a lot.

In my case I sent my original birth certificate to the TECO in DC for validation and they rejected it saying that it needed to be in a new format, so I had to request a new birth certificate. When those came in I sent them to TECO again. Thankfully it was ok and they offered to translate it in addition to authenticating it, I just had to send them another money order for the translation fee and also copies of my parents’ IDs and passports so they could put their Chinese names on the translation. I would recommend accepting their translation if offered since they will also stamp it so you won’t need to get it notarized in Taiwan later on. (This took like a month with the back and forth mailings/calls.)

Afterwards, I brought the authenticated/translated birth certificate to TECO in Atlanta, along with my parents’ IDs (proof of marriage) and passports. I got my passport w/o household registration in about two weeks. Mine came with a 臨人字號入國許可 entry permit so I did not need to apply for any visa to enter Taiwan. Make sure you get that. If your parents didn’t marry in Taiwan, you probably need a marriage certificate of some sort. I would call TECO and ask them what they need specifically. You may be able to get the passport from TECO in HK or Japan so it will be closer, but documents you need authenticated in the US and by the correct TECO depending on the region your birth certificate is from.

I second endy’s suggestion on renewing your ARC. The process isn’t hard, but it’s a bit time consuming doing it on your own. If you have a valid ARC it saves you from doing the HK visa runs.

Also, you should go ahead and get your FBI criminal check now. It took 6 months for mine, not sure what the schedule is now, it depends on their load? Once you have that you have to mail it to TECO again for authentication. You then translate it yourself and have it notarized. This you will need for TARC.

I believe OP can get the passport in Taiwan.

According to the Immigration Act, Article 12, OP cannot apply for the residence. Sorry for the wrong posts.

Article 12 A national without registered permanent residence in the Taiwan Area who has entered the State with a foreign passport or stateless travel document shall exit the State with the foreign passport or the stateless travel document and may not apply for residence or registered permanent residence unless he/she meets the requirements of Subparagraph 3, Paragraph 1 of Article 9 or Subparagraph 2, Paragraph 1 of Article 10.

Per BOCA they issue regular passports and diplomatic passports. Doesn’t hurt for OP to give them a call though.

其中申請文件之一"父母戶口名簿(或國民身分證)"是父(或)母二人辦妥結婚登記之戶口名簿 。

Ended up continuing on my ARC until now, but am looking again into the citizenship process. Does anyone have a link in English of the documents and process needed? Stopped by the immigration office last week, but the document she gave me is all in Chinese, which I don’t feel confident in understanding exactly. Really appreciate the input given in the discussion!

Enforcement Rules of the Passport Act

Article 4
ROC nationals described in Article 6 of the Act shall submit as proof of ROC nationality any of the following documents:

  2. National Identification Card
  3. Household Certificate
  4. ROC passport
  5. ROC nationality certification
  6. Overseas Chinese Registry Certificate
  7. Overseas Chinese Identity Certificate

Looking to get in touch with any Americans with a Taiwanese parent that have been successful in gaining dual US/TW citizenship. Recently was told I’m not eligible to obtain a marriage APRC because my mother is Taiwanese, so citizenship seems like my only option to get off an ARC.
