I’m not going to dig for it, it’s all over the place on forumosa. It is only legal to work where your work permit states. I doubt they filed for a separate work permit or got special permission otherwise for you to pass out flyers. Still, I doubt cops will be raiding the elementary schools looking for foreigners to catch passing out flyers. I rate that very low on the “things to worry about” list.

Passing out fliers for your employer where your work permit specifically states is not illegal as you’re still working for your employer by passing out fliers for them. It’s only illegal if there is a section where the law stipulates that a person with a work permit cannot perform certain functions for an employer. Is passing out fliers part of the stipulation? If not, then there is no legal binding to it.
You’re only allowed to work where your work permit states. That is how my understanding of the law applies. That’s why it’s illegal to work at, say, a 2nd branch of your office sans work permit for there.

And heading to 7/11 to get a crappy coffee while your student, who happens to be there, ask you a particular question is a no-no since you cannot answer any questions OUTSIDE the damn classroom.
