True, it was for getting new bills for red envelopes.
However, until a couple of years ago, this service was also done at the same window as for getting foreign currency. Since Springonion said his branch is small I was afraid he might have to wait a surprisingly long time

I used to fly TransAsia a lot before they went defunct. I guess I like to live on the edge 
Just came back from the Touqian branch…not a lot of ppl there…about 10 were in line waiting to exchange new notes for CNY and the Foreign Transactions window was empty…exchanged 1604NTD for 200RM (Todays rate: 1RM=8.019972NTD) …Didn’t charge me any transaction fee 
… In and out in 5 mins flat.

Update: exchanged currency in BoT Zhongshan branch - they have their currency exchange counter upstairs, the lady spoke english. Took a number, filled out form gave her my ID - took about 10 mins! Thanks everyone for your help!
