Is anybody working for them and can provide some inside information? A friend of mine is considering signing up with them, but would like to make sure that they are honest and she get’s paid in time…

Tell her to try www.proz.com and go to the Blue Board. Lots of ratings of agencies there (including some from Taiwan!)
I don’t know if you have to be a member to access them or not.
There is also a private freelance translators’ payment practices list. Search “payment practices” and translation and you should hit it. I think it was mentioned recently on translatorscafe.com too somewhere in the forums, but I can’t remember. (Age! It’s sucking away my memory!)
