Seeking advice/anyone with similar experience.
I am a NWOHR currently holding TW NWOHR passport. currently applying for a TARC. The basis for getting my TARC is a sibling who has full TW citizenship. I also hold a passport of another country.
Do I qualify for an open work permit under Article 51 of the Employment Service Act?
I am confused because I have partial TW "national but not a full citizen. But I also cannot be a “foreigner” because I have to use my TW passport and TARC (once I get it)
