Foreigner with a Chinese Drivers license, where to notarize?

I am a foreigner with a Chinese mainland drivers license. I read that mainlanders can exchange their license for a Taiwanese one if they notarize the original license and pass the written test.

Anybody know where I can get a mainland drivers license notarized?
