Based on info from this video, it shows free heat up meals, drinks and ice cream. Seems to be a great deal for budget hotel. Meals maybe not even three star standards, but hey free meals.

How did you find that rate, told a friend visiting here from Taitung not that NT$359 rate is still valid?
I don’t remember where I found that rate but I usually go through booking or Google Maps.
That was earlier when the subsidies were kicking in so maybe it was well advertised at that time.
