My agent (Nanshan) happened to show me the same kind of brochure on COVID coverage two days ago, and it applies to foreigners as well, as long as you have an ARC and purchase their basic hospitalisation plan (1HI).
So Fubon actually let Foreigners open Bank Accounts?
