Person doesn’t realize that tires are made with steel belts inside. Idiot has worn through the rubber exposing the belts.

Well, if it is criminal in the UK to have sex with your bicycle, presumably it is likewise against the law to get down with a pile of leaves. Prison seems a bit excessive though.
