Are you serious? There are undercover agents that catch people throwing trash illegally?
Maybe that was a bit dramatic lol. It was a plainclothes officer of some department. Maybe they got a tip about that pail or something.

You don’t mean tossing an empty drink cup or bottle into one of the garbage cans while entering the MRT? I do this all the time. Finish my Coco lemonade, toss the empty cup into the garbage can.
Are you talking about bringing a big plastic bag of garbage from the home and tossing in a public garbage can like at an MRT station in order to avoid buying a government bag and disposing of it properly?
