200 ping is only bearable to play with friends at home, but when I’m solo, I should probably take advantage of local servers.
…but, is the UI all hardcoded in Chinese? Can I swap the UI to English if I play on a Garena server?

Ah, this is for Riot Games. In Taiwan, it’s Garena.
The only thing I know is to check the ini file and try to manually edit everything into English. Might work.
