Getting a car license without taking a test

I have been here almost 10 years, APRC, valid scooter license, and a valid Arizona drivers license, but even though I have a car I don’t have a Taiwanese drivers license. Reasons are that they don’t make it easy to get. I work everyday from 9-6, so it isn’t easy to get over there to take this test. I am sure I will also fail the written test once because of the way the questions are translated. Then after I pass, I will have to make another appointment for the driving test. Just too much trouble. I am also lazy!!!

I heard a rumor that a certificate from TECO in LA would allow me to get a license without the driving or written test. I have asked the DMV about how I can get a valid Taiwanese driver’s license without taking any kind of test and they all just say impossible unless you are from certain countries like Belgium. So, I actually emailed AIT yesterday and asked them about the TECO certificate and this was their response.

Has anyone heard about this? So all I would need is an affidavit of my sworn statement and my valid US driver’s license? Seems too easy. Has anyone every tried this or heard of this?

If this works out PLEASE let me know. I took and failed the test because of that accursed S-shaped part. And I don’t want to fork over cash to a driving school because I have been driving for the last decade of my life.

Yeah I am going to look into it more. I agree, if what AIT says is the truth, then this could be huge. I would hope getting an affidavit would be easier, but to be honest maybe it might be more time consuming. This is Taiwan!!

Go there, download the IDL PDF and read it, it’s about interchangeabilty of licenses, Taiwan is pretty strict about reciprocity.

If it were that easy any foreigner with a valid license could issue a notarized statement

We need to jump through a lot of hoops to get it even with reciprocity

I can’t see why it should be different for US citizens

I looked at that PDF, and found my country area (California, USA). If I’m reading the chart headings correctly, these are the regulations for Taiwanese converting to US licenses. So, according to the chart, a Taiwanese national can operate a vehicle in California, or convert to a California license, using their domestic Taiwanese license; however, they cannot use a Taiwan-issued international drivers license for these purposes.

This is all well and good, but it doesn’t indicate if I, as a California license holder, can convert to a Taiwanese license. Is there something in writing that indicates reciprocity is followed? I looked through the rest of that M.O.T.C. site and couldn’t find anything (in English, at least).

If you have a US DL + Taiwanese ID card (citizenship), you can exchange it for a Taiwanese DL.
If you have an ARC +
Oklahoma
DL, you can exchange it for a Taiwanese one. Strange rule huh?

Assuming that AIT and the MOTC information is current (and that’s a big assumption), that is pretty strange.

The MOTC information that Belgian Pie referenced states that a domestic Taiwanese driver’s license can be used to operate a vehicle in Oklahoma. However, as for exchanging a Taiwan DL for an Oklahoma DL, “It is almost impossible due to the strict regulation to exchange for a local DL. Every column of Taiwan’s DDL should have its English translation, and showing driver’s basic information and qualification. The state police administration needs to verify in advance of Taiwan’s driver’s written test and Road test standard, and saving the documents. An English DL record is required for license exchange.”

Hardly reciprocity friendly, especially compared to other states like California, yet only Oklahoma DL holders can easily exchange to a Taiwanese DL?

It differs for each state, because each state issues its own license with different reciprocity.

Yep, different states have negotiated different deals with Taiwan, a bit weird alright. I’ve got a license through reciprocality. I had to hand over my original license, some people get away with handing over a photocopy it seems. This is Taiwan after all.

But, is there anything in writing anywhere that says which states? Or is it just a matter of going to the a DMV in Taiwan and hoping they’ll know? (I know how that usually goes, LOL)
