Getting a passport with an ID number

My father has a ROC citizenship, and I have my overseas Taiwanese passport (without an ID number). I am planning to live in Taiwan, and was told that I should enter Taiwan with my overseas passport and reside in the country for 2 years in order to get a registration number, etc.

I would like to know if anyone can help confirm me on this?

And, if I want to work in Taiwan, do I need to obtain a working permit/visa?

If you don’t leave the country for 1 year, you can get household registration, which includes an ID card, with an ID number. Before residing in the country for 1 year, you will need to get a TARC (Taiwan Area Resident Certificate) from the NIA.

emjroc is spot on, keep in mind if you are under 36 yrs old you’re doing military service.
