At the moment you must have work permit in order to apply for residency visa. Tourists are still not allowed to enter Taiwan.

It looks the same however I did not need health check to get my work permit.
Did you get your work permit for teaching English? I will be getting my work permit as an English teacher through my employer in Taiwan, a school. In order to get a work permit to teach English, they have told me I will need a police check (which I have) and a health check. Maybe you are right and I have been given incorrect info but that’s what I’ve been told so far.
Strictly speaking, the police check is required for the job (because it’s a buxiban job) but not for the work permit itself.
The same can be said on health check.

Late to the party here. I got a test done at Same Day Corona Virus tests in London on the 27th of July. Now in quarantine in Taiwan after our flight here on the 29th. They have a safe travel testing option for people that need the pre-travel testing. As they committed, they had us results the next evening.
