You’re right that the information is a little confusing but here’s what the situation seems to be.

“Over one year” is a mistranslation. It means “at least one year”, as the example dates demonstrate.

Some officials at some DMV offices have made the interpretation that one needs to have at least one year remaining on the ARC. But it seems that most interpret it as meaning one year total validity, and this was presumably the intention of the law.

Of course this raises a question as to why students on six month ARCs should not be allowed to get driving licenses. But anyway, you should be alright with a one year ARC.
