I know Ruei-an St… but not that particular address. Ruei-an intersects Fuxing S. Rd. at the Yung Ho Dou Jiang store where all the all-nite restaurants are located on Fuxing between Hsinyi and Heping.
Ruian is a small side street that runs diagonally from Fuxing S. (south of DaAn MRT) to Heping E Rd east of the JianGuo intersection. This is a residential area. I wonder how well they’ll do there.
I meant that it’s closer to the intersection of Rui An and Heping, than to the intersection of Rui An and Fu Xing. Yes it’s very close to the He Ping-Jianguo corner, and the library isn’t far either. If you walk down the lane/alley from the library for a block or two, you’ll be very close. The sign is large, orange, and in English. There’s a fruit vendor on the corner beside the dog store.
Ruian makes some weird moves. AFAIK, one end of Ruian St. begins at Jianguo where the government-built housing project is located across from Daan park. It hits Fuxing where the Yonghe Doujiang store is located between Xinyi and Heping. I think Ruian continues east of Fuxing over near the Daan MRT station… at least, there is a road sign just south of Xinyi that indicates as much.
Yeah, I disagree with the location of the government dot. I’d place it a lot closer to the “E” of “Heping E Rd. Sec.,2”. As you mentioned before, that street does a lot of meandering.

sligger5 is absolutely right. The place is near the Ruian Street intersection with Heping E Rd. Going east on Heping E Rd., just pass the Chinese Culture University branch at the corner of Heping and Jianguo and go to the the Ruian Street beginning. Turn left into Ruian and walk up past the park. The hot dog place is on the left, just as sligger5 described it.
