My friend is going to travel to Cyprus. He is from Yemen. So has anyone traveled to Cyprus from Taiwan? Because we are not able to find any office related to Cyprus traveling in Taiwan. Does he has to go to another country to get visa?

I don’t know about this, but a couple of guesses / suggested directions: the first question is which part of Cyprus is he going to? I’d guess that makes a difference.
If it’s Turkish-controlled Cyprus, ask the Turkish pseudo-embassy I guess?:
