Hi is this a scam as the link comes up as a 404 or is that just the usual government incompetency ? This was sent to my email.

This is an auto-generated email to notify you that your e-GUI has been generated and is now available on the E invoice audit system on the Ministry of Finance platform. From 01-Jan-20, Facebook now sends transaction information to the Taiwanese Ministry of Finance for E-Invoicing purposes, in accordance with local regulations.
This email does not contain an attachment of your e-GUI.”
Foreign companies usually use payment processing companies who follow local regulations. In Taiwan an invoice should also have a fapiao.
So they just send the electronic fapiao to the email attached to the account.
You can register your email-addresses (where you expect to receive invoices) to your “Mobile Barcode” at https://www.einvoice.nat.gov.tw
Then all fapiaos will be automatically redeemed to your e-invoice account and prize money can be set up top be auto paid to your bank account.
Enter your email and receive a one time password to confirm your email.
All foreign digital service providers work like this.
Google (incl. YouTube), CloudFlare, AWS, Steam …
If you set it up this way, you can not be scammed. Everything is automated.
To manually check if notifications@facebookmail.com in your case is not faked you need to check email headers.
But a 404 link in a valid email would be the fault of the payment processor, not the government.
