More details have come to light. According to this report, the other hikers did not abandon her. After she got tired and weak, one of them carried her backpack for her. Others gave her hot water and food. When she was lagging behind, some slowed down their pace to hike with her, but she insisted that they go ahead and said she would catch up to them. When she didn’t show up, they divided into two groups, one went back to see if she was OK; the other hiked up to the ridge where there was a stronger cell signal to call for rescue, but the signal was still too weak to sustain communication.

Same here. Discourage frivolous rescues, send the message that people need to be prepared and responsible, and fund better training and equipment for rescuers. Win-win-win.

Alternatively, people spend longer lost or in a poor state as they don’t want to waste resources/pay the fine as they still believe they’ll be ok, which may well serve to make rescues harder.

Well it’s true of American healthcare, so you might be right. Making good legislative decisions is always more difficult than it appears.
