HiNet's Routers hate my IP

I have an application I am working on hosted on a server in the US which all of sudden became unreachable this morning.

The bottleneck appears to be a router at Hinet (hc-c12r2.router.hinet.net specifically). I’m curious as to why one IP address which looks like xxx.xx.xx.130 has no problems whatsoever while another with only a slight change in address like xxx.xx.xx.140 is unreachable. The problem IP is accessible from other isp’s.

I would be accessing this address many times during the course of a day, do they set limits? Any ideas?

Obviously I cannot trust HiNet to allow me to work remotely and I should run these things locally on my own LAN. Unfortunately I haven’t had time and it isn’t always possible.

Hinet has been sucking ass for me lately also. I find that some sites don’t respond quickly while most others do. When I do a traceroute or a ping everything checks out OK. I will probably use a sniffer (Ethereal) to see what’s going on. If I find anything, I’ll post it here.
