I’m thinking many foreigners are in some type of company package arrangement in Hong Kong and are personally unaffected by lower rents. Of course a few are like a person in the article.
Either their office handles the rental arrangements for them, or they receive extra pay for housing and they can keep the difference, or they rent up to a certain cap and not keep anything, or some combination of these.
Some may be looking to move into nicer digs to max out their housing stipend.
