Is freeway travel going to be restricted to HOVs tomorrow due to the holiday Monday? I tried to book a ride to the airport and was warned that we might need to get on the freeway before 7:00 am in case the 3-passenger per car rule is in effect. Seemed like the driver wasn’t certain though.

Yeah looks like you have to be off the road before 7 on Saturday, starting at Neihu. Check the 高乘載管制 column, details under 註3
I assume you mean on the road? The controls are at on-ramps - it’s not against the rule to be already traveling on the road before that time, you won’t get kicked off or ticketed. However if you left the freeway, you wouldn’t be able to get back on.
Also, taxis are exempt so if OP is taking a cab, make sure it’s a registered yellow taxi and not an uber or private car - no problems.
