How do I get a National Health Insurance Card (Jian Bao)?

Hello there-
I am studying here in Taiwan and was lucky enough to qualify and obtain a Resident Visa. I have an ARC and am wondering how I could apply for a National Health Insurance Card (and how much it would cost for basic coverage).
I was told that having an ARC/Resident Visa is sufficient to qualify for NHI coverage.
I know that if one has a job, then the application is done through the employer’s office. But what if one is merely a full-time student with ARC/Resident Visa.

Foreign students with Alien Residence Certificates and staying in Taiwan for more than 4 months can bring the Alien Residence Certificate to the school where they study for enrollment, but the students studying language program must go to the local village (township, municipal and district) administration offices to join.

Yup, I’m in the process of getting my resident visa as well (pick it up in 3 days). I am not employed in Taiwan. I need to wait 4 months from the time I got here before I can apply for the national health insurance.
