How do we make drivers yield to pedestrians at crosswalks?

thats suprising. considering that in general they arent very hard working, enforcing these rules and fining drivers is a very easy way to fill the governmentā€™s coffers.
in my home country, police officers love to fine for traffic violations because its easy work for them, they do that instead of fighting organized crime, drugs or human trafficking.

Iā€™ve actually seen quite a lot of it recently so they can get their dragon boat festival holiday bonus.

Outsource traffic infractions, including parking, to contractors, that are paid by case. Problem solved

I think Taiwan has double the amount of police per capita than Japan. Really question what they are doing with their time

They stopped allowing members of the public to report certain parking infractions online, you can still call 110 and complain, the police are mandated to respond. Infractions such as double parking, parking within 10 metres of a junction or bus stop are still reportable online.

Most traffic infractions can already be reported online by members of the public, there is no pay or reward however (partly) due to complaints from the police that too many infractions were being reported certain types, such as parking on a red line, sidewalk or zebra crossing can no longer be reported online.

No I mean paid agencies who make money from it

Why? Previously the public were doing it for free however there were objections from both the police and the people being regularly fined that it was too aggressive. A paid agency would be even more aggressive! A large percentage of influential people are not interested in solving the issue because for them there is no issue and they can enjoy free and convenient parking anywhere.

Because it would solve the problem. The police are not incentivized. In Taiwan you need a KPI and bonus structure to get things done. If agencies were set up and it was peopleā€™s job to report illegally parked scooters(maybe get them towed), then very quickly it would be a problem anymore. Same as other infringements. The problem is enforcement

Youā€™re not understanding the culture! There was a system in place which was solving a large amount of the problem, it was purposely removed by the government in April this year.

Ok, it didnt solve the problem though.

Iā€™m proposing solving the problem by outsourcing it all to agencies, not to the public.

News report today showed video of towtruck leaving with taxi in toe. Taxi dtiver runs across interection and bangts on truck window. Thrn he hopes on the back of the truck to force him to stop. Then he lays on gtound betwern his taxi and tow truck. Next scene is several police staring at him on grounf. Seems he was fined $30,000 but do not know the reason for fine.

Knowing quite some cases of very vocal and persistent complainers, something tells me that these two statements are related.

Geniuses in the police department are now reporting a high percentage drop in the number of parking offences being reported online after they removed the ability to do so but are also surprised at the high percentage increase in the number of people calling 110 to report parking offences after they were told to do this inlieu of online reporting. Police have now become so unexpectedly (to them) busy that they are unable to cope! Therefore from now on if they go to a location where illegal parking has been reported they will not go back to that same location until at least 2 hours later as they can only fine people once every two hours however this blanket rule applies even if the second report is for a different car. So if you want two hours free parking call in a report for the location you choose, wait for the police to come and go and then be safe in the knowledge they will not return for at least 2 hours! Geniuses!
