Asking for a friend. How long does it take to get a new ARC if they are already in Taiwan? What happens if they need to make a trip and come back during the time ARC is being processed? Will they be allowed back in to Taiwan? I know Taiwan stopped issuing ARC for people outside of Taiwan.
I think you need to ask your friend to expand a little on whats going on. For example -
- How long have they been in Taiwan;
- What kind of Visa did they enter Taiwan on, or if prior to March 2020 was it on a Visa Free basis?
Imo, your friend needs to ask to NIA.

Call to or visit NIA. If your friend is on visa exempt, need to apply for visitor visa at Boca then resident visa+ARC at NIA, iirc. How long time depends much on how busy they are.
They can also tell whether actual ARC is required to enter, or if the card is waiting for its owner in Taiwan, the card holder can enter.

If you have an otherwise valid ARC, and submit it for renewal, the process should only take a week or two tops. We’ve done it 3 times in the last year. First time was because the paperwork people used the office address, second was because we moved, third, passports got renewed. It took no longer than 2 weeks each time.
If said friend does not have an ARC at all, they need some compelling reason to acquire one in the first place.
