If you are a new customer they will always ask you, regardless of amount. If it’s a regular (monthly or so) transfer, they will stop asking you after a couple of times.
If you regularly transfer larger amounts and don’t want to deal with the checks one option is to use global transfer solutions from HSBC or Citi, where you have accounts with them in both countries. Daily limit is 200K USD, no questions and the transfers are instant.
The bank is just complying with Taiwan regulatory requirements. Have to do it no matter what.
