How to apply for 5 year "good resident" work permits?

If my understanding is correct, we all start off as an Article 46 work permit.

Let’s say if one never gets married, then there are two “upgrades” available. One at the five year mark and one at the seven year mark.

I have just passed my five year mark! Yay me!

I want to “convert” (or whatever you call it) my standard Article 46 work permit to an Article 51 permit. To have fewer restrictions is better, correct?

What are the documents needed? What addresses/locations in Taipei do I need to visit?

When searching these forums I found my self getting confused with some of the results.

Many a time, I saw that Richard Hartzell had the exact lowdown on these kinds of threads.

Links to sites or links to downloadable documents would greatly be appreciated… heck… any help on this matter would be great!

EDIT: I would also like a clarification on whether or not I may work simultaneously at two different companies holding TWO Article 46 work permits. Or would one or both of the permits need to be of the Article 51 variety? Thanks again!!

I’ve never heard of this. AFAIK, if you’re not married, you can apply for a Permanent Alien Resident Certificate after seven years of living here continuously.
This in turn will allow you to apply for an open work permit.
I don’t know any other way to do this.

After you have had 5 years legal residency in Taiwan, you are entitled to do any work which a Taiwanese person is entitled to do. BUT you still need your employer to apply for a work permit. The difference is that the employer does not “use up” one of his/her permitted ARC employee entitlements in applying for a work permit for you. So if an employer is entitled to two foreign employees, and already has two working for him, he can still apply for a further work permit for you.

Yes, you can hold two of these Article 51 work permits. As of last year, you can also hold more than one of the regular kind. So I presume that one regular and one Article 51 would also be OK.

I went to the CLA this afternoon with all the relevant documents as I have qualified in my 5 years legal residency in Taiwan to apply for Article 51. I attached a letter from my second employer as i intend to work part time to supplement the family income. The officer in CLA indicated that since i am still working in the first company under the original regular kind permit, I cannot apply for a second work permit, so it seems that we can only work for 1 employer at any one time. Am i missing something based on dottie response above or should i change all my permits to Article 51?

Secondly, will the application of Article 51 affect the computation for the 7 years continuous stay since i intend to apply for the PARC in 2 years time?

Sorry I can’t be more help, tingsw. I’m not sure whether your experience was based on an incorrect understanding of the law by a particular official, or whether there is some basis in regulation or law for what you were told. All I can suggest to you is the standard advice to get the refusal and the reasons for it in writing, then try to show it to someone who really knows about these things, such as a lawyer who specialises in employment. There may also be one or two Forumosans who could offer help.
