What is up with cell phone numbers?

Help!

If I want to call someone from my cell in Taipei…what are the proper digits?

ie: 29381222 < I was given this number…how do I call it? When I dial, I get a voice that tells me: you are bun dan! That number combination does not work.

try adding the taipei area code (02), then the other 8 digits …
