I’ve found a lot of information stating that it is possible for a non-ARC holder to go to Hong Kong to apply for a visa into China. However looking at the Hong Kong government’s visa page here:

States that:
So… I don’t want to fly to Hong Kong and get screwed. Does anyone know what’s up with this?

Bought visa via CTS 8 Jan 2014; multiple entry, 30 days per stay, valid 6 months, must enter before final day so essentially good for 7 months, HK$2300/TW$8900/US$297/CY$1800; drop before 1030am for pickup after 5pm next day.
