How to prove my mother is a citizen so I can apply for NWOHR?

While I don’t think many people have experience with a NWHR without an ID card no, I suppose it’s possible cos she is essentially still a NWHR even without the ID no. But you’re possibly have to work with TECO a little on how to get that done.

Your child shall qualify for a AF353 TARC either while you are doing your process or after so your child and wife can process their own residency either while you are doing or after you finish setting up your HHR. (Normally, unless you hit some other roadblock like I have with my child’s passport because my wife is a 特定國籍 which requires an interview)

If you don’t mind, would you like to share the contact details of the attorney and/or the company? I’ve been looking for a way to get someone in Taiwan to ask in person and on my behalf at the HHR office for the latest copy of my deceased father’s HHR.

I contacted another company that looked promising, but they only offer services to people who already have HHR. But your attorney sounds like they would also be able to help people who don’t yet have HHR.

Update on our visit to TECO to apply for mom’s passport:

They accepted my mother’s passport application! Additionally, they noticed she didn’t have a National ID number so they had her fill out a “Request for National ID number” form.

They said it would take longer to process her passport because of the extra step of assigning a National ID number so I’m hopeful that her passport will include it and she doesn’t need to go to Taiwan to obtain a residence certificate. Unfortunately that means I will probably need my lawyer to obtain and send me another set of HHR records because the ones I have will likely be expired by the time I can apply for my passport.

Also they wouldn’t authenticate my or my daughter’s birth certificate because they said that it requires the Taiwanese parent’s Taiwan passport. So we have to wait until we get my mom’s TW passport before authenticating my birth certificate and then my TW passport before authenticating my daughter’s birth certificate. That will definitely add time to the process but I think the hardest part is behind me!

Update! My mother received her Taiwanese Passport in the mail today, complete with a TW ID! Thank you all for your help, especially the tip regarding the name change at naturalization!

I still have a long process ahead but it is surely much more straightforward. I have submitted my birth certificate to have it authenticated. Once I receive that, I can apply for my passport. Then I can have my daughter’s birth certificate authenticated and then apply for her passport.

Haven’t yet decided if I’m going to Taiwan anytime soon to get a TW ID for myself or not (I’m over 35). Have to do a little more research into the benefits of that versus just waiting till if/when we move there.

Grats and all the best with you and your child’s NWOHR passport application! What an adventure getting your mother’s passport re-issued had been.

There are lots of info you can look up on both here and on reddit in r/taiwan and r/taiwanesebornabroad for info on getting your ID and conscription issues if you decide to do your ID soon.

Hold on to your documents after you get your NWOHR passports, documents for getting on the HHR are mostly the same except with the addition of police and health checks for you and health checks or vaccination records for the child.

You can apply for overseas Chinese status exemption. Information is all over reddit about it.

Short: For you it is not relevant anymore.


Every Taiwanese male needs to do military service. People who dodge it can be criminally charged according to the law.

With overseas Chinese status exemption for which you qualify, you would be excused.

Can wait until after the drafting age to apply for your Taiwan citizenship. Then it won’t be needed.

Just a quick update for those who care to follow along.

I just received my Taiwan Passport (NWOHR). I had to delay applying because my dad recently decided to update his drivers license/US passport to reflect a discrepancy in his birth certificate requiring me to amend both my birth certificate and my parent’s marriage certificate! That took almost 3 months!

Once I applied for my TW Passport, I received it 18 days later!

Now getting ready to apply for my daughter’s NWOHR passport as well as a settlement permit for myself to get HHR/NWHR Passport.

Because I didn’t have HHR when she was born she can’t get HHR until she actually lives in Taiwan (which we plan to in the next few years).
