Probably a bad idea actually. Calling any of the many groups dealing with abuse here (its insanely common) first to ask for advice is best. Then assess the situation and decide from there. Police coming to the door equals more abuse 99.9% of the time. Plus you become suspect in the abusers eyes as you are a neighbour.
There are a lot of resources in taiwan now for abuse. But dont be discouraged if the first one you call is shit. Work through it. you may not get credit but know the abused will benefit GREATLY from bit of dilligence and thought on your part 
as will their future generations hopefully.
