How to send a PM to a member?
There’s a couple of ways:
Click on a member’s name, and then on the Message button in the popup.
Click on your icon at top right, and then on the Envelope icon at the top, then the blue New Message button. There’s autocomplete for available member names once you start typing.
Those are probably the two easiest!

I don’t see either of those options. Can I not send a PM if I just signed up??? >:(
No you can’t. You need to use the site a bit to get to Discourse’s “trust level 1”

Did you check your PM inbox? And, do you allow other users to send you personal messages?
Click the top right profile icon. You should see a mail icon and click on that. Than click new message and manually write the username of the person you want to sent to. Clicking on the mail icon also lets you see your inbox.
