In Hua -Lien City are there any restaurants, cafes or pubs that have a give “one take, leave one book” exchange? ( for English books/novels ).

No trades that I know of, but we do have two lending libraries for English language books here and we’re always looking for books to add to them. The Hualien English Lending Library is located in the Formosa Backpackers Hostel on Jian Guo Road and the other is located on the 4th floor above the Baker restaurant on Jung Shan Road.
