I’m not sure about that. I do know that when you go to file your taxes everything has to be squared away and put right. So if you get your ARC and then file a tax return, you’ll have to explain any previous time in Taiwan, what you did and how much you made. They’ll also assume you worked and made money during that time and tax you accordingly UNLESS you prove otherwise.

When I renewed my ARC (last summer) they wanted my tax receipt from the year before.

I just so happened to get a student visa for six months. When I got a new working permit, I got an ARC - same number as before, but a new card. My outstanding taxes didn’t come up at all. Phew. I have been in to try and get the taxes settled, but my past employers haven’t been very helpful so far. Anyway, what I did seemed to be one way around my problem.
I might add that I was too slow in getting my new work permit settled, so I did have to leave the country for a visa run. I was told this wouldn’t have been necessary if I had been faster acting.
Bizarre. I presume the next thing they’ll do is not allow you to extend your ARC if you outstanding parking tickets. Or if you’re not wearing clean underwear.
not true, that would actually require some thought and the MFA is lacking

Yes true, I was there this week and had to show my tax return and receipt.
