It’s not just bars. The fire inspection at our buxiban was the most thorough one we’ve ever had. We’re all nice and legal, so we didn’t have any problems, but I was still surprised by the new standard of professionalism. Hey, if it prevents needless death and destruction, it’s all good, right?
Most of these smaller bars are not licensed to sell alcohol and usually have a "small eatery " license. They gonna get shut down or what? Or just weather this storm until all is forgotten.
When I owned the Green Bar in the mid-90’s, we used to get fined NT60,000 every half a year. Partners just saw that like paying utility bills. I saw it as institutional robbery. It was almost impossible to be 100% legal since there are so many grey areas.
Actually, small eatery can sell alcohol. Look at the small local eateries. It’s the long bar that kills us. Gov’t believe eateries don’t need long bars, maybe a short working bar. Anyway, too many gray areas.

From my experience the white hand is more likely to be darker than the black hand. It isn’t one red envelope, it is half a dozen as no one legitimately controls their territory and the bigger doesn’t lose by letting the underlings feed as opposed to the black hand where “you don’t step in my territory”. It is the “we are Taipei police”. Doesn’t matter that they are from Beitou and the DaAn have already collected. Try that with Bamboo.
