Importing a wireless device (NCC approval)

A bit of a backstory: On my customer-issued laptop, I’ve had some connection issues in the past which I suspect could be because of me connecting from a Taiwan IP. As I’m not allowed to install any software on said laptop and it comes with its own VPN-Software, my idea was to get one of these travel routers which can basically open a private network and directly connect to a VPN in hopes of using the router to connect to a VPN in Germany and then through that connect to the customer VPN.

So I did some research and found a good candidate (“GL.iNet GL-MT3000 (Beryl AX)”) which seems to be popular with the “Digital Nomad” crowd and basically has all the features I need. It’s not available on Momo, PCHome etc., so I ordered directly on Amazon.com.

I didn’t really think twice about ordering on amazon because they offered free shipping to Taiwan and charged only about US$5 for import charges (in the past, this worked flawlessly with Amazon taking care about all the import formalities).

Yesterday, I approved the package in the EZWay app and thought it should arrive soon. That is, until I received the following text message:

So apparently, I need to fill out a NCC declaration for that router now :face_in_clouds:

And it gives the following disclaimer:

Translation:

Wireless terminal equipment imported for personal use, client devices with Wi-Fi, Bluetooth, NFC, ANT RF function only.

Now I am wondering whether me filling out this declaration without having would actually be feasible without having a certification for the Taiwan market for said device… Especially the part of the router having to pass examination worries me a bit…

Anyone done this before?
Did I make a mistake ordering an “unapproved” router abroad and should just try to return it? Or ist that form just a formality and I should be fine receiving and using that router…?

I bought Moto Tag to test out the new Android Find My Network from German Amazon sold by Motorola.
It ran into same problem. Basically the manufacturer needs to pass certification for the product, if it uses any sort of wireless communication. Otherwise the customs will not let it pass.
You can call the customs and let them know to send it back. You will receive a full refund from Amazon. It it the sellers fault for letting an uncertified product to be allowed to be shipped to Taiwan.

Did you try filling out the “NCC Self-use Cutting Letter” first? I was thinking about trying that first to see what will happen. I was hoping that they have different policies in place for self-use vs. distribution…?

The certification costs money. Looking at the law, one is actually allowed to be exempted if it is for personal use.

So send Power of Attorney (委任書) and NCC Self-Use Affidavit (NCC自用切結書) and see if they let it through.

Total number of imported devices is limited to ten per year for the same individual. Up to two devices mailed at a time.

Just filled out the Letter of Authorization form online and attached the NCC self-use declaration.

And in the (highly unlikely…) case anyone needs to fill out that form for the GL.iNet GL-MT3000, too, here’s the info (at least I hope it’s the correct one):

I just wrote down 2.4 GHz and 5GHz as the frequency and 20dBm / 22dBm output power.

We run into NCC stuff at work all the time bringing in prototype or engineering devices, for corporates they allow them in with the correct paperwork but require the devices to be exported from Taiwan after 12 months.

NCC certification is a money maker hence why they enforce it at the border.

Not sure about personal use though but it appears from the posts above that there is a small allowance for personal use.

Strange because I had phones mailed to me from Hong Kong and nothing happened custom side. I think I’ve ordered Bluetooth earbuds from taobao and no one cares either.

Must be the whole Taiwan is part of china thing.

Different situation. It was probably sent from a bonded warehouse in Hong Kong with Google dealing with the export/import stuff.

I think the NCC form states that it only needs to be filled out for transmitting devices - laptops and phones might be fine without, but a Wifi router seems to require it.

In my case, I haven’t received any updates yet, it still seems to be processing…

Don’t know anything about the NCC’s classification, but I would have thought phones count as transmitting devices too (because they obviously need to transmit data as well as receive it).

Bluetooth devices transmit too, I mean how would bluetooth earbuds work otherwise?

Also people buy bluetooth transceiver from aliexpress all the time, no one seems to have issues with them. It’s a great way to make an old turntable more “up to date”.

Very vague - but access points one definitely needs to fill it out.

We used to have to fill that out for Kindle imports as I recall.

Depends, like import taxes DHL and Amazon etc are more likely to enforce rules than other shipping companies.

I get a lot of radio modules for personal use from AliExpress and it comes regular post, no enforcement of anything.

A lot of taobao stuff goes through ez way, we have to enter the id number to ship out of china. But shipping from china is cheap and they include duty at 2rmb per kg. Whatever tax you get assessed are paid.

After the package had been stuck in customs for over ten days, today I received a call telling me that they’re sorry that they cannot deliver my package today because of the high demand. They will probably deliver tomorrow or the day after. Let’s see :man_shrugging:

So yes, it is possible to order a Wifi router abroad without getting it certified - filling out the NCC declaration seems to be all that’s needed as an individual. One just needs to have a bit of patience - in my case, the package was with the customs for almost two weeks.

Need to consider the limitations as well.
My order of a three pack Motorola Tags would not pass as there is a limit of two ‘devices’ per package. :grin:
I only ordered them because I assumed they were already certified.

Now NCC will charge 750!!! NTD fee for every wireless device for administrative costs.
Makes importing smaller things obsolete.
