Of all government spending projects worldwide, infrastructure is subject to the most corruption.
(Except maybe in the US, where infrastructure is probably underfunded.)
Is there a way to channel that corruption and have infrastructure companies get paid to paint more buildings than originally bargained for? Or say, get Farglory to build more safeguards into roads than necessary?
