You would do the TWD to USD conversion before sending to HSBC US. IB does not accept TWD, and it’s unlikely you can store TWD in a HSBC US account.

IBKR can accept Euro or USD. The Euro one is in Germany but it just gets credited to your account all the same, takes a day or two at most.
Converting between currencies on IBKR is really good, fantastic rates.
